Meet the Commissioners Living in Prathertown: Spotlight on Leadership, Advocacy, and Preservation
Prathertown, Maryland — Prathertown is proud to introduce two dedicated Montgomery County, Maryland Commissioners whose leadership is shaping a stronger, more inclusive, and more resilient community. As part of the “Preserving Prathertown” celebration, this gathering highlights Commissioner Saundra Prather, a steward of historic preservation and cultural heritage and Commissioner Sheena Foster, a champion for women’s empowerment.
Commissioner Saundra Prather: Protecting Prathertown’s Historic Legacy

Commissioner Prather is leading Prathertown’s efforts to preserve and celebrate its historic character. With a deep commitment to safeguarding cultural assets, she is advancing initiatives that protect historic structures, elevate local heritage, and promote responsible development that honors the past while planning for the future.
Commissioner Prather has collaborated with preservation experts, community elders, and local historians to document significant events and sites in and connected to Prathertown and expand public awareness of Prathertown’s unique story. Her work ensures that the Prathertown’s architectural and cultural treasures remain vibrant for generations to come.
“Our history of faith and service is one of our greatest strengths,” Saundra said. “Preservation is not just about looking backward—it’s about grounding our future in the richness of our shared past.”
Commissioner Sheena Foster: Advancing Opportunities for Women

Commissioner Foster has emerged as a leading voice for women and girls. She is a Commissioner and Chair of the Montgomery County Commission for Women. Her work centers on expanding access to economic opportunities, strengthening support networks, and ensuring that women’s perspectives are represented in local decision-making. She has been instrumental in launching community dialogues on gender equity, advocating for inclusive workforce programs, and partnering with local, state and national organizations to expand mentorship and leadership pathways. Beyond her role as a Commissioner, she serves as the President and CEO of Crittenton Services of Greater Washington, a 137 year old organization serving teen girls in DC and Maryland Public schools.
“Women are the backbone of our community,” Sheena said. “When we invest in their success, we strengthen families, neighborhoods, and future generations.

The contributions of Commissioners Sheena Foster and Saundra Prather reflect Prathertown’s commitment to equity, heritage, and impact as an outgrowth of this neighborhood founded in 1883 by emancipated persons (www.prathertown.org).
